This study analyzes the dynamics of public trust from 2021 to 2025 by examining the relationship between government policy transparency, the effectiveness of risk communication, and levels of public compliance. Using a descriptive qualitative approach based on narrative inquiry and trend analysis, the findings reveal that public trust fluctuated significantly in response to variations in government communication quality and policy implementation consistency. High levels of policy transparency contributed to increased public compliance, while inconsistent or ambiguous risk communication reduced institutional credibility. The analysis further shows that public trust is closely linked to information openness, governmental responsiveness, and the clarity and predictability of risk management strategies. These findings underscore that transparency and effective risk communication serve as essential foundations for sustaining public trust amid uncertainty.
